Global Alliance for Digital Governance discussion will be saved and recognized at Treasure of AIWS City

Global Alliance for Digital Governance’s activities, such as high-level discussions, online “movements”, and conferences for solutions in preventing cyberattacks to build Global Law and Accord on AI and Digital, will be recognized as treasures of AIWS City.

Achievements, events, figures that contributed to build the AI World Society and the Age of Global Enlightenment will be saved and recognized as historical treasures of AIWS City.

AIWS City is a practical model in building the Age of Global Enlightenment. The AIWS City was introduced at Policy Lab “Fundamental Rights in AI and Digital Societies – Towards an International Accord”, September 7-9, 2021, co-organized by Club de Madrid and Boston Global Forum (BGF) with attendance of Governor Michael Dukakis, Chair of the Boston Global Forum, President Danilo Turk, President of Club de Madrid, former presidents, prime ministers, legislators, distinguished professors of Harvard, MIT, and high-level leaders of United Nations and UNESCO.

From February 1, 2022, strategists of technology have discussed technical solutions to support this proposal. They introduced solutions and how to apply to prevent cyberattacks. They will continue to discuss until to February 18. BGF will introduce recommendations from this discussion.

Global outpouring of love and gratitude for Zen Master Thich Nhat Hanh

World leaders, citizens from all continents, and the Vietnamese government pay tribute ahead of the Zen master’s cremation this weekend.

Widely known as the father of mindfulness and beloved by millions of students and followers worldwide, Thich Nhat Hanh has received a global outpouring of love and appreciation for his teachings and mindfulness practices, since his passing on January 22, 2022, at Tu Hieu Temple in Hue, Vietnam. As his community prepares for his funeral and cremation this weekend, thousands continue to post moving testimonials of deep gratitude for the healing impact he has had on their lives, including words such as:

“He saved my life.”

“He cured my soul.”

“He showed me the path to joy.”

“His teachings saved my marriage.”

“He transformed my relationship with my mother.”

“I understand my own Roman Catholic faith better now, because of the wisdom of this remarkable Buddhist monk.”

The President and Prime Minister of Vietnam have offered their condolences. “The government hopes that the Plum Village community will continue the Zen master’s vision and aspiration for engaged Buddhism, and so contribute to the prosperity of society, and, together with the wider Buddhist community in Vietnam and abroad, promote peace in the world.”

A thousand people a day have been visiting Tu Hieu Temple to pay their respects. Hundreds of thousands, Buddhist and non-Buddhist, have participated in online memorial services hosted daily by the 11 monasteries he founded in the United States, Europe, and Asia and by more than 1,000 local groups of followers in countless cities and towns.

“The most venerable Thich Nhat Hanh was one of the most respected moral and spiritual figures of our times,” celebrated Buddhist monk and author Matthieu Ricard said. “Not only was he one of the most articulate and inspiring proponents of Buddhist teachings and practice, but he was also a beacon of truth in his nonviolent campaigning for human rights.”

A peace activist from a very early age, Thich Nhat Hanh renewed Buddhism, bringing it off the meditation cushion and into the challenging secular world, not only coining the term “engaged Buddhism,” but actually living it. For more than half a century, he tirelessly used his global platform to promote social justice and equality as the roots of peace. Antonio Guterres, Secretary General of the United Nations, said, “Thich Nhat Hanh was a lifelong peace advocate who taught that polarization can be overcome as we nurture tolerance, inclusiveness, and the understanding of our deep interconnection with all human beings.”

Thich Nhat Hanh did not shy away from global challenges. Author of more than 100 books, he was one of the pioneers of spiritual environmentalism, organizing international conferences and writing about ecology and climate change starting in the early 1970s. More than half a million people have trained in his mindfulness practices and committed themselves to follow his path of applied global ethics, The Five Mindfulness Trainings. His last book published only a few months ago, Zen and the Art of Saving the Planet blazes a path forward through individual mindfulness, collective awakening, and the global healing that is so urgently necessary.

Christiana Figueres, former Executive Secretary of the United Nations Convention on Climate Change and a student of Thich Nhat Hanh’s, credits his teachings for having made the Paris Agreement on climate change possible: “From Thay (“teacher,” in Vietnamese) I learned much but perhaps the most important was the skill of deep listening as an avenue to conflict resolution, helping to melt away countless political barriers in the negotiations. His insights and practices helped to open a new fertile space of collaboration through which governments were able to come to the historic agreement.” His applied mindfulness practices will be a treasure-trove for generations of changemakers to come. Former U.S. Vice President Al Gore said: “Thich Nhat Hanh’s legacy is one of insight, compassion, and respect for our planet and for one another. His memory and teachings will continue to inspire the next generation of environmental and social activists in the enduring struggle to protect the Earth and its people.”

As Thich Nhat Hanh’s monastic and lay students continue to share his teachings and carry his legacy forward internationally, it is also their deep wish to bring his practices of mindful breathing, walking, consuming, and compassionate communication to all areas of society in his native Vietnam: to families and schools, workplaces, businesses, and hospitals. Thich Nhat Hanh has demonstrated that mindfulness retreats and courses, born from the Vietnamese Buddhist tradition, have the power to bring healing, wellbeing, and prosperity to both individuals and society. Thich Nhat Hanh’s community has said, “We make the vow to realize Thay’s wish to bring back these practices, which have brought so many fruits of healing and peace to the West, as an offering to our spiritual and land ancestors in Vietnam.”

China Passes Sweeping Recommendation Algorithm Regulations

The Cybersecurity Administration of China has passed a new set of recommendation algorithm regulations that take significant steps in regulating how the technology can be used. If enforced as intended, the regulations will have a major impact on companies that rely heavily on the technology, such as social media applications, e-commerce platforms, and news sites, requiring them to increase oversight and make significant technical adjustments.

The aim of the regulation, according to the Cyberspace Administration of China, is to promote the sustainable development of Internet services and to enable independent supervision.

However, this regulation is also intended to strengthen the political control of the Chinese Communist Party. The Wall Street Journal noted that “Regulators called for algorithms to be fair and transparent, while adhering to China’s Communist Party ideology.” The CAC said that the algorithms used by Chinese companies must uphold core socialist values and promote “positive energy” in the content they provide to users. The Act refers specifically to the guiding ideology of Chinese President Xi Jinping. Other provisions establish licensing requirements for news organizations, a step that will limit freedom of expression. And it is unclear whether the rules for transparency will be applied to the authority of the Communist state, such as the AI prosecutor that reportedly can identify and suggest the charges for alleged crimes, including social dissent, criticism, and ‘provoking’ trouble.

The Global Alliance for Digital Governance calls for solutions in preventing cyberattacks

Outlining his priorities for 2022 to the United Nations General Assembly, Secretary-General Antonio Guterres said “we face a five-alarm global fire that requires the full mobilization of all countries,”, referring to the raging COVID-19 pandemic, a morally bankrupt global financial system, the climate crisis, lawlessness in cyberspace, and diminished peace and security. Countries “must go into emergency mode”, he added, and now is the time to act as the response will determine global outcomes for decades ahead.

It is against this grim backdrop that the Global Alliance for Digital Governance proposes a “2022 action plan” for a world of peace and digital security. Together with the Boston Global Forum, it calls for urgent action to help fashion such a response and, in particular, address the following issues:

– Prevent cyber-attacks by governments (directly or through companies, organizations or individuals), consider these as acts of war against people and against other countries;

– Prevent cyber-attacks by companies, groups or individuals, which can be considered acts of serious crime against people.

It is envisaged that this endeavour will bring together an array of relevant contributors to a digitally secure world, including national governments and international organizations, civil society and academic entities, the corporate sector and private enterprise as well as the community of thinking, caring and influential individuals. It will contribute to building accord and law on the use of artificial intelligence and the preservation of cybersecurity that can contribute to the Global Digital Compact proposed by Secretary-General Guterres as part of the United Nations Summit of the Future which he will convene in 2023.

Planned between February 1, 2022 and April 30, 2022, envisaged activities include high level discussions, online “movements” and a conference. Their results and conclusions will be shared through the Boston Global Forum’s website and its AIWS Weekly Newsletter. The key coordinators of the Global Alliance for Digital Governance, and the proposed action plan, are Governor Michael Dukakis, Chair, and Nguyen Anh Tuan, CEO, of the Boston Global Forum.

Global Enlightenment Community of AIWS City and Michael Dukakis Institute to advise in building a university for rural areas of Mekong Area of Vietnam

On January 23, 2022 in Ho Chi Minh City, CEO of Nova Group Hoang Thu Chau and Governor of An Giang Nguyễn Thanh Bình, Governor of Dong Thap Pham Thien Nghia, signed a MOU to build the Mekong Smart City in the An Giang and Dong Thap provinces of Vietnam.

This large land area accounts for 12% of the area, 19% of the population of Vietnam, has advantages in waterway transport, agricultural development, food industry, tourism, renewable energy; it is also a key economic region, the largest center of agricultural production in the country, contributing 50% of rice production, 95% of rice exports, 65% of aquaculture production, 70% of the country’s fruits, and 60% of fish production for export; as well as being located strategically for trade with ASEAN countries and the Mekong sub-region.

This is a university to develop a special rural area of Vietnam to reduce gap between cities and remote rural regions. This initiative will be directed by Harvard Professor Thomas Patterson, co-founder of AIWS City. This university is a part of AIWS City, and will apply new concepts of higher education in the Age of Global Enlightenment.

The Global Enlightenment Community of AIWS City will contribute solutions to build this pioneer model.

Coordinator of Global Alliance for Digital Governance, MEP Eva Kaili, elected as one of European Parliament vice-presidents

Greek MEP Eva Kaili was elected one of the European Parliament’s 14 vice-presidents on Tuesday.

Kaili, who was elected for the Movement for Change (KINAL) and sits with the Progressive Alliance of Socialists and Democrats group, received 454 votes, coming fifth out of nine candidates, was thus elected to the position in the first round.
