UN’s António Guterres convenes critical body to debate global governance of artificial intelligence

The Boston Global Forum introduces an op-ed of Amandeep Singh Gill and Tshilidzi Marwala, published in the Daily Maverick (Zimbabwe). Amandeep Gill is United Nations Secretary-General’s Envoy on Technology. The Boston Global Forum honored Gill with the World Leader in AI World Society Award 2022.

Governance framework

These are the reasons why the UN Secretary-General has welcomed calls by experts and Member States for the creation of a new UN entity to support collective efforts to govern this extraordinary technology inspired by models such as the International Atomic Energy Agency, the International Civil Aviation Organisation, or the Intergovernmental Panel on Climate Change.

Such an entity could gather knowledge and expertise and put it at the disposal of Member States and the international community. It could support collaboration on the research of AI tools to accelerate sustainable development.

As a first step, the Secretary-General is convening a multi-stakeholder High-Level Advisory Body for Artificial Intelligence that will report back for options for global AI governance by the end of the year. This is a unique opportunity for experts from governments, private sector, civil society, the technology sector, and academia to come together to create a global scientific consensus on opportunities and risks of AI, and provide guidance to the international community on how best to govern AI in the benefit of all humanity.

Kansas Governor Laura Kelly Implements Statewide AI Policy

Kansas Gov. Laura Kelly announced on August 18, 2023 that she has directed executive branch agencies to adopt a statewide policy on generative AI that outlines how the technology can be used safely.

A new policy for the state of Kansas outlines how artificial intelligence technology can be used responsibly within state government.

State and local governments across the country have quickly responded with a spectrum of policies around the rapidly emerging technology. In Boston and Seattle, interim AI guidance was introduced to ensure safe staff experimentation with the tools. San Jose also released generative AI guidelines this month, warning that searches are subject to the California Public Records Act. In Maine, such tools were banned outright — at least temporarily.

The Kansas policy, which was created and introduced by the Kansas Office of Information Technology Services, outlines how this emerging technology can be used while protecting state information.

“It is essential that we be proactive in finding the best way to use any technology that can pose risks to Kansans’ data and privacy,” Governor Kelly said. “With the adoption of this policy, Kansas serves as a model for what an enterprising, effective government can do to stay at the forefront of technological advancements.”

The C20 Communique: “We call for a new social contract to unite and protect an Artificial Intelligence World Society”

The three-day Final Summit of Civil20 (C20), an official Engagement Group of G20, came to a successful close in Jaipur. The summit resulted in the presentation of the C20 Communique, a comprehensive inclusive survey and policy recommendations developed. This significant document was handed over to the G20 Secretariat and representatives of G20.

Here is an excerpt from the C20 Communique:

“We recognize the rapid and widespread change brought about by digital transformation, offering unprecedented advancements for improving the human condition. However, we call for the recognition that education or digital technologies, when improperly or maliciously used, can fuel divisions within and between societies and countries, increase insecurity, undermine human rights, and exacerbate inequalities and fervently hope that the G20 leaders will take cognizance of this and take necessary collective action. Education on emerging technologies and collaboration between stakeholders and countries is necessary for beneficial use and mitigation of potential harm and collaboration between stakeholders and countries to deal with the ever-evolving digital environment and promote a secure and inclusive digital world. We call for a new social contract to unite and protect an Artificial Intelligence World Society.”

The United States and India Must Collaborate on AI Governance, Says Biden’s Science Advisor

Arati Prabhakar, the Science Advisor to President Joe Biden, emphasized the need for collaboration between the United States and India to shape the development and deployment of artificial intelligence (AI) in a responsible and beneficial manner. The Biden administration has partnered with leading IT companies like Google and Microsoft to ensure that AI is used for the public good and to hold companies accountable for its use.

Prabhakar mentioned that the executive branch is working on initiatives within existing laws and considering an executive order to address AI-related concerns. Additionally, the administration plans to collaborate with Congress for bipartisan legislation. Prabhakar emphasized the importance of global coordination with international partners and allies, including India, as AI is a technology that affects everyone’s lives.

During Indian Prime Minister Narendra Modi’s meeting with President Biden, AI was a significant topic of discussion. Prabhakar noted that global leaders, including Prime Minister Modi, understand the significance of AI and the need for like-minded countries to work together to shape its course. She mentioned that AI was repeatedly brought up during conversations with global leaders.

The three-day Summit of Civil20 (C20), an official Engagement Group of G20, came to a successful close in Jaipur. The summit witnessed the presentation of the C20 Communique, a comprehensive inclusive survey and policy recommendations developed by its 16 Working Groups. These significant documents were handed over to the G20 Secretariat and representatives of G20 Brazil.

At the valedictory function, Amma, the Chair of C20 India, officially handed over the leadership of C20 to Brazil. More than 800 delegates, including civil society organizations from around the world, distinguished experts, and G20 officials, attended the event.

Swami Amritaswarupananda Puri, Troika, C20 & Vice Chairman, Mata Amritanandamayi Math, expressed gratitude to all those whose dedication and support led to the remarkable success of C20 in India. He highlighted the commitment of civil society organizations in promoting social justice, human rights, and sustainable development.

Shri Kalraj Mishra, Governor of Rajasthan, emphasized the need for environmental conservation and drew attention to India’s tradition of worshiping trees and connecting them with the divine. He proposed four strategic pillars, including People, Prosperity, Planet, and Participation, focusing on critical result areas such as Health & Wellbeing, Economic Development & Decent Work, and Environmental Sustainability.
