The Ukrainian people are currently enduring an unprovoked war that has resulted in tens of thousands of combatant and civilian deaths. Many cities and towns have been utterly destroyed by indiscriminate Russian bombing. The free, Democratic nations of the world have rallied around Ukraine to provide military and humanitarian assistance.

The focus of the Boston Global Forum is to help coordinate and call on world leaders, distinguished thinkers, innovators, governments, companies, organizations is on helping to end the war and provide for the basic needs of the Ukrainian people who remain in the country and those who have fled the fighting. When the war ends, there is an opportunity for Ukraine and its allies to rebuild the nation as a model of peace, stability and prosperity. The Boston Global Forum is starting to build strategies and programs for Rebuilding Ukraine.

 

Strategies for Rebuilding Ukraine

Following hostilities, as Ukraine turns its attention to rebuilding the nation and society, it is imperative to apply standards, norms and common values outlined in the Social Contract for the AI Age and pioneering ideas and concepts contained in the book “Remaking the World – Toward an Age of Global Enlightenment,” with contributions by distinguished leaders and thinkers.

The book “Remaking the World” advances pioneering ideas that could help reshape the world as the United Nations progresses toward its centennial in 2045, and addresses the standards that should govern the development and use of AI and digital technology.

These ideas and standards have been the subject of several recent conferences, including the World Leadership Alliance-Club de Madrid Policy Labs on September 16-18, 2020 and September 7-9, 2021, as well as the Riga Conferences in 2020 and 2021.

 

Goals

Building a smart democracy, smart cities with high-quality smart schools, where citizens are directly involved in the political decisions of the country. A nation where institutions and structures promote kind, humane, civilized, creative, innovative policies and practices. Where the rule of law protects equality of opportunities for all people, openness, transparency, and engagement with civic institutions. And, the system of taxation is transparent, equitable, and provides sufficient certainty to citizen taxpayers to aid in Ukraine’s recovery.

Parliament’s Special Committee on Artificial Intelligence in a Digital Age (AIDA) adopted its final recommendations on Tuesday, concluding 18 months of inquiries.

The adopted text says that the public debate on the use of artificial intelligence (AI) should focus on this technology’s enormous potential to complement humans.

The text warns that the EU has fallen behind in the global race for tech leadership. As a result, there is a risk that standards will be developed elsewhere in the future, often by non-democratic actors, while the EU needs to act as a global standard-setter in AI.

MEPs identified policy options that could unlock AI’s potential in health, the environment and climate change, to help combat pandemics and global hunger, as well as enhancing people’s quality of life through personalised medicine. AI, if combined with the necessary support infrastructure, education and training, can increase capital and labour productivity, innovation, sustainable growth and job creation, they add.

The EU should not always regulate AI as a technology. Instead, the level of regulatory intervention should be proportionate to the type of risk associated with using an AI system in a particular way.

The Global Alliance for Digital Governance highly recommends this event. The Global Alliance for Digital Governance connects organizations, think tanks, influencers, experts, and citizens to contribute to building International Laws, International Accord on AI and Digital, while simultaneously working with governments and international organizations towards this goal.

Boston Global Forum (BGF), Club de Madrid and AI World Society (AIWS) proposed an initiative: establishing a Global Alliance for Digital Governance (GADG). This is a part of Social Contract for the AI Age, Framework for AI International Accord, BGF Conference of July 1st, 2020, and the book Remaking the World – Toward an Age of Global Enlightenment.

Boston Global Forum to discuss a new alliance for peace and security with 141 governments and organizations

One major initiative by the Boston Global Forum is a Social Contract for the AI Age. We would like to create a new alliance based on the values and standards of the Social Contract we adhere to: equality of opportunity and the right to study Global Enlightenment Education for every citizen, as well as transparency, openness, and social responsibility. Countries that join this alliance will support and protect each other, countries in this alliance will contribute to the qualities of economy, defense, innovations, education and society of all members.

The Social Contract for the AI Age seeks to make the world a locus of responsible interaction—a place where every person’s contribution is recognized and everyone has a right to knowledge and access to information, where no one is above the law, where money cannot be used to subvert political process, and where integrity, knowledge, creativity, honesty, and tolerance shape decisions and guide policy.

In short, the Social Contract for the AI Age seeks to build a world where all are recognized and valued, and all forms of governance adhere to a set of values and are accountable and transparent. It is a world where global challenges are met by collective action and responsibility.

The United Nations General Assembly on Wednesday March 2, 2022 overwhelmingly voted to reprimand Russia for invading Ukraine and demanded that Moscow stop fighting and withdraw its military forces, an action that aims to diplomatically isolate Russia at the world body. The resolution, supported by 141 of the assembly’s 193 members. BGF will discuss with these 141 governments, organizations, and companies that condemned the Russian invasion, for a new alliance for peace and security based on standards of the Social Contract for the AI Age. In the first phase, BGF will connect with OECD member countries.

Boston, MA – The Boston Global Forum (BGF), Michael Dukakis Institute (MDI), and Global Alliance for Digital Governance (GADG) stand by the autonomy, peace, and security of Ukraine, and condemn Russia’s senseless and destructive assault on Ukraine’s territory.

In early 2022, we created the “Laurel for Peace and Security in Ukraine” Initiative, with the mission of developing binding new international rules and instruments to safeguard the rights, interests, and integrity of countries that are too weak on their own to withstand aggressive hostile actions by more powerful countries. We call on you, as leaders and persons of influence in our international community, to support this Initiative.

The goals of our campaign “Laurel for Peace and Security in Ukraine” are as follows:

In a meeting with Mr. Nguyen Anh Tuan on February 10, 2022, Vint Cerf, the Father of Internet, Vice President and Chief Internet Evangelist of Google, confirmed his attendance at the Policy Dialog “Building the Age of Global Enlightenment”, co-organized by Club de Madrid and Boston Global Forum.
