The three-day Final Summit of Civil20 (C20), an official Engagement Group of G20, came to a successful close in Jaipur. The summit resulted in the presentation of the C20 Communique, a comprehensive inclusive survey and policy recommendations developed. This significant document was handed over to the G20 Secretariat and representatives of G20.
Here is an excerpt from the C20 Communique:
“We recognize the rapid and widespread change brought about by digital transformation, offering unprecedented advancements for improving the human condition. However, we call for the recognition that education or digital technologies, when improperly or maliciously used, can fuel divisions within and between societies and countries, increase insecurity, undermine human rights, and exacerbate inequalities and fervently hope that the G20 leaders will take cognizance of this and take necessary collective action. Education on emerging technologies and collaboration between stakeholders and countries is necessary for beneficial use and mitigation of potential harm and collaboration between stakeholders and countries to deal with the ever-evolving digital environment and promote a secure and inclusive digital world. We call for a new social contract to unite and protect an Artificial Intelligence World Society.”
Mr. Nguyen Anh Tuan, the CEO of Boston Global Forum, took the stage as a distinguished keynote speaker at the C20 Summit, delivering a compelling address. Nguyen Anh Tuan speaks at C20-G20 Summit India 2023

Arati Prabhakar, the Science Advisor to President Joe Biden, emphasized the need for collaboration between the United States and India to shape the development and deployment of artificial intelligence (AI) in a responsible and beneficial manner. The Biden administration has partnered with leading IT companies like Google and Microsoft to ensure that AI is used for the public good and to hold companies accountable for its use.
Prabhakar mentioned that the executive branch is working on initiatives within existing laws and considering an executive order to address AI-related concerns. Additionally, the administration plans to collaborate with Congress for bipartisan legislation. Prabhakar emphasized the importance of global coordination with international partners and allies, including India, as AI is a technology that affects everyone’s lives.
During Indian Prime Minister Narendra Modi’s meeting with President Biden, AI was a significant topic of discussion. Prabhakar noted that global leaders, including Prime Minister Modi, understand the significance of AI and the need for like-minded countries to work together to shape its course. She mentioned that AI was repeatedly brought up during conversations with global leaders.

The summit witnessed the presentation of the C20 Communique, a comprehensive inclusive survey and policy recommendations developed by its 16 Working Groups. These significant documents were handed over to the G20 Secretariat and representatives of G20 Brazil.
At the valedictory function, Amma, the Chair of C20 India, officially handed over the leadership of C20 to Brazil. More than 800 delegates, including civil society organizations from around the world, distinguished experts, and G20 officials, attended the event.
Swami Amritaswarupananda Puri, Troika, C20 & Vice Chairman, Mata Amritanandamayi Math, expressed gratitude to all those whose dedication and support led to the remarkable success of C20 in India. He highlighted the commitment of civil society organizations in promoting social justice, human rights, and sustainable development.
Shri Kalraj Mishra, Governor of Rajasthan, emphasized the need for environmental conservation and drew attention to India’s tradition of worshiping trees and connecting them with the divine. He proposed four strategic pillars, including People, Prosperity, Planet, and Participation, focusing on critical result areas such as Health & Wellbeing, Economic Development & Decent Work, and Environmental Sustainability.

Amma and leaders at the C20 Summit

On July 25, 2023, the Senate Judiciary Committee held its fifth hearing this year on artificial intelligence (AI). This is the second hearing held by the Subcommittee on Privacy, Technology, and the Law, and it highlighted the “bipartisan unanimity” in regulating AI technology.
Chairman Richard Blumenthal (D-CT) opened the hearing by recognizing “the future is not science fiction or fantasy. It’s not even the future. It’s here and now.”
Last week, the Biden administration secured voluntary commitments focused on managing the risks posed by artificial intelligence. Blumenthal commended the Administration for recognizing the need to act, but noted that the commitments made were unspecific and unenforceable, hence the need for further action by Congress. While recognizing the “good” in AI, Chairman Blumenthal opened his introductory statements by noting the need to address the “fear” in the public domain. Throughout the hearing, Blumenthal was adamant about the need for a proactive regulatory agency that invests in research to create countermeasures against autonomous AI systems while ensuring that innovation continues to prosper. Specifically, the Senator welcomed ideas for establishing a licensing regime, a testing and auditing regime, legal limits on usage in scenarios such as elections or nuclear warfare, and transparency requirements for the limits and use of AI systems.
