Beacon Papers No. 17 — The Repair Gap

An AI system discovers a critical vulnerability. The discovery makes headlines. But who ensures that the hospital, the public service, and the small business are actually protected?

That distance between discovery and protection is the Repair Gap—and closing it requires more than a faster machine.

In Beacon Papers No. 17, Nguyen Anh Tuan, Founder and Chief Architect of AIWS and Co-Founder, Co-Chair and CEO of the Boston Global Forum, sets out a principle with far-reaching consequences: “The power to find carries the duty to help repair.”

The paper proposes Human–AI Co-Repair, applying Human–AI Co-Creation to the security of the digital foundations on which everyday life depends. AI helps develop and test repairs; accountable people understand and authorize them; institutions carry the work through to verified protection.

It also proposes a concrete role for the AIWS Trust Observatory in advancing remediation and measuring the Repair Gap, alongside provisions for the Constitution for Humanity in the AI Age to protect shared digital infrastructure and personal data.

The measure of success is clear: when a flaw is discovered, how quickly do people become safe?
