SUMMARY:The Global Alliance for Digital Governance calls for solutions in preventing cyberattacks
DESCRIPTION:Outlining his priorities for 2022 to the United Nations General Assembly\, Secretary-General Antonio Guterres said “we face a five-alarm global fire that requires the full mobilization of all countries\,”\, referring to the raging COVID-19 pandemic\, a morally bankrupt global financial system\, the climate crisis\, lawlessness in cyberspace\, and diminished peace and security. Countries “must go into emergency mode”\, he added\, and now is the time to act as the response will determine global outcomes for decades ahead. \nIt is against this grim backdrop that the Global Alliance for Digital Governance proposes a “2022 action plan” for a world of peace and digital security. Together with the Boston Global Forum\, it calls for urgent action to help fashion such a response and\, in particular\, address the following issues: \n– Prevent cyber-attacks by governments (directly or through companies\, organizations or individuals)\, consider these as acts of war against people and against other countries; \n– Prevent cyber-attacks by companies\, groups or individuals\, which can be considered acts of serious crime against people. \nIt is envisaged that this endeavor will bring together an array of relevant contributors to a digitally secure world\, including national governments and international organizations\, civil society and academic entities\, the corporate sector and private enterprise as well as the community of thinking\, caring and influential individuals. It will contribute to building accord and law on the use of artificial intelligence and the preservation of cybersecurity that can contribute to the Global Digital Compact proposed by Secretary-General Guterres as part of the United Nations Summit of the Future which he will convene in 2023. \nPlanned between February 1\, 2022 and April 30\, 2022\, envisaged activities include high level discussions\, online “movements” and a conference. Their results and conclusions will be shared through the Boston Global Forum’s website and its AIWS Weekly Newsletter. Since then\, Norlén has served as the Chair of the Committee on the Constitution\, the War Delegation\, the Committee on Justice\, and the Advisory Council on Foreign Affairs. He has played a pivotal role supporting constitutional matters relating to the media\, the auditing of governmental processes\, the Riksdag’s work on EU matters\, issues concerning privacy\, the central government budget process\, and matters regarding the nomination of permanent judges in all Swedish courts. \nNorlén worked across party lines to ensure unified support for the conclusions reached by the Committee on the Constitution\, regarding its scrutiny of the performance of government ministers and the handling of government business. Norlén has asserted that the practices determined by the Committee on the Constitution should obtain broad support in the Riksdag and remain uncompromised when there is a change in the political majority of the Riksdag. He also worked for broad political consensus in matters such as those affecting the Constitution and preventive measures to counteract violent extremism. \nNorlén defended his thesis at Linköping University in 2004 on the subject of Unreasonableness and Section 36 of the Contracts Act and is a Doctor of Laws. Norlén is also a businessperson active in the family publishing company Kurirengruppen i Sverige AB.

SUMMARY:Transatlantic Approaches on Digital Governance: A New Social Contract on Artificial Intelligence
DESCRIPTION:From 27 to 29 of April\, 2020\, at Harvard University and MIT\, the World Leadership Alliance – Club de Madrid (WLA-CdM) in partnership with the Boston Global Forum (BGF) is organizing a Transatlantic and multi-stakeholder dialogue on global challenges and policy solutions in the context of the need to create a new social contract on digital technologies and Artificial Intelligence (AI). \nOver the years\, Transatlantic relations have been characterized by close cooperation and continuous work for common interests and values. This cooperation has been essential to enhance the multilateralism system\, considering the shared principles from both sides on democracy\, rule of law\, and fairness. \nBy comparing American and European approaches in the creation of a new social contract on AI and digital governance\, under the critical eye of former democratic Heads of State or Government\, this policy dialogue will stimulate new thinking and bring out ideas from representatives of governments\, academic institutions and think tanks\, tech companies\, and civil society\, from both regions. \nAt the same time\, the discussion will generate a space to encourage and strengthen Transatlantic cooperation on the new social contract of digital governance in the framework of needed reforms of the multilateral system.
