SUMMARY:The Global Alliance for Digital Governance calls for solutions in preventing cyberattacks
DESCRIPTION:Outlining his priorities for 2022 to the United Nations General Assembly\, Secretary-General Antonio Guterres said “we face a five-alarm global fire that requires the full mobilization of all countries\,”\, referring to the raging COVID-19 pandemic\, a morally bankrupt global financial system\, the climate crisis\, lawlessness in cyberspace\, and diminished peace and security. Countries “must go into emergency mode”\, he added\, and now is the time to act as the response will determine global outcomes for decades ahead. \nIt is against this grim backdrop that the Global Alliance for Digital Governance proposes a “2022 action plan” for a world of peace and digital security. Together with the Boston Global Forum\, it calls for urgent action to help fashion such a response and\, in particular\, address the following issues: \n– Prevent cyber-attacks by governments (directly or through companies\, organizations or individuals)\, consider these as acts of war against people and against other countries; \n– Prevent cyber-attacks by companies\, groups or individuals\, which can be considered acts of serious crime against people. \nIt is envisaged that this endeavor will bring together an array of relevant contributors to a digitally secure world\, including national governments and international organizations\, civil society and academic entities\, the corporate sector and private enterprise as well as the community of thinking\, caring and influential individuals. It will contribute to building accord and law on the use of artificial intelligence and the preservation of cybersecurity that can contribute to the Global Digital Compact proposed by Secretary-General Guterres as part of the United Nations Summit of the Future which he will convene in 2023. \nPlanned between February 1\, 2022 and April 30\, 2022\, envisaged activities include high level discussions\, online “movements” and a conference. Their results and conclusions will be shared through the Boston Global Forum’s website and its AIWS Weekly Newsletter. The key coordinators of the Global Alliance for Digital Governance\, and the proposed action plan\, are Governor Michael Dukakis\, Chair\, and Nguyen Anh Tuan\, CEO\, of the Boston Global Forum. \nContact: Office@BostonGlobalForum.org

SUMMARY:Cyber Defense High Level Dialog: from the Russia-Ukraine battlefield to Cyberwarfare with Authoritarian Regimes
DESCRIPTION:As cyberattacks could be an effective and fatal method for belligerent and totalitarian regimes to threaten national security\, sovereignty\, and autonomy of other nations\, the Global Alliance for Digital Governance (GADG) organizes the Cyber Defense High Level Dialog: from Russia-Ukraine battlefield to Cyberwarfare with Authoritarian Regimes. This dialog unites governments\, organizations\, and companies to prevent cyberattacks from totalitarian\, dictatorial countries such as China\, Russia\, and others. \nGiven the mission of the Global Alliance for Digital Governance\, which is to establish Global Law and Accord on AI and Digital\, cyber security is highly relevant. The dialog aims to exchange ideas on building international rules and alliance for cyber peace and security. \nThe date and time of the dialog is as followed: \nTime: from March 10\, 2022 to April 15\, 2022. \nFormat: High Level Dialog format\, Chatham House Rule. \n  \nModerator: Governor Michael Dukakis\, Chair of Boston Global Forum \nSpeakers: Leaders of Governments\, Organizations\, Companies\, and Distinguished Thinkers \nDiscussants: \nProfessor Alex Sandy Pentland\, MIT \nProfessor Nazli Choucri\, MIT \nProfessor Thomas Patterson\, Harvard\, Co-founder of Boston Global Forum \nProfessor David Silbersweig\, Harvard \nNguyen Anh Tuan\, CEO of Boston Global Forum \nMats Karlsson\, Former President of World Bank\, Representative of BGF in Stockholm and London \nPaul Nemitz\, Director for Fundamental Rights and Union citizenship in the Directorate-General for JUSTICE of the European Commission\, co-author of the AIWS-G7 Summit Initiative 2019\, Representative of Boston Global Forum in Berlin and Brussels \nProfessor Francesco Lapenta\, Representative of Boston Global Forum in Rome \nProfessor Derek Reveron\, US War Naval College \n  \nTopics: \nCyber Defense: from Russia-Ukraine battlefield to Cyber-warfare with Authoritarian Regimes \n\nCyberwarfare between Russia and Ukraine (including information war)\nCyber threats from Russia\, China and solutions to them\nInternational Accord on AI and Digital\nBuilding a trusted information society\n\nAgenda: \nMarch 10\, 2022: \nOpening Remarks\, Governor Michael Dukakis and Nguyen Anh Tuan \nThe Boston Globe Letters – Globe Opinion: AI\, a means of progress\, can do harm if in the wrong hands \nhttps://www.bostonglobe.com/2022/03/10/opinion/ai-means-progress-can-do-harm-if-wrong-hands/ \nhttp://bostonglobalforum.org/bgf2022/news-and-events/the-boston-globe-letters-globe-opinion-ai-a-means-of-progress-can-do-harm-if-in-the-wrong-hands/ \n  \nBGF High Level Dialogs are special and flexible meetings and discussions of leaders:  \nObjectives \n\nTo bring together\, under the auspices of the Boston Global Forum (BGF)\, high level leaders in various sectors of the global landscape\, together with distinguished thinkers\, to reflect upon the format of the GADG\, the issues it will seek to address\, and contribute towards the emergence of reason-based and harmonious solutions.\n“Connect and convince” governments\, international organizations\, and multinational entities to initiate actions to address global issues in a way that is “faster\, smarter\, more effective”\n\nFormat and Principles \n\nThis special high-level dialogue of the Boston Global Forum (BGF) will be convened in a Chatham House\, where views and ideas are cited but not attributed\, in an inclusive and flexible format that is free and relaxed;\nContributions can be received through in-person participation as well as inputs by online\, email or video clip. The sharing and distribution of content will be restricted to registered participants to whose privacy BGF is committed;\nShould BGF wish to quote from or cite any contributions\, it would do so only after seeking and receiving the concurrence of the authors.\n\nBoston Global Forum and the coordinators of GADG will conduct and moderate the event and coordinate the finalization of an outcome document which will be shared with participants before dissemination. The document will incorporate suggested ideas and initiatives that would animate movements and campaigns to identify problems that may emerge in defining the GADG and the best means to their resolution. It will also be a point of departure for a continued and sustained conversation through interactive forums\, including social media\, a truly global dialogue that will be a digital treasury of ideas that enrich the “AIWS City”.

SUMMARY:A framework of multilateralism between the US – Japan – India – EU for World Peace and Security
DESCRIPTION:On October 13\, 2022\, leaders of the Boston Global Forum and the Michael Dukakis Institute will discuss a framework of multilateralism between the US – Japan – India – EU\, encompassing the economy\, defense and special tech. This Framework will be present at the Riga Confeerence 2022 on Oct 22\, 2022. \nGovernor Michael Dukakis\, co-founder and Chair of the Boston Global Forum\, will lead this special high-level meeting. \nBGF will contribute a new framework to maintain and protect peace and security. BGF leaders also will discuss solutions to prevent Russia from using nuclear weapons. \nRussia’s invasion of Ukraine makes at least one thing clear: It’s time for us to update how we think about nuclear weapons. For the first time in the nuclear era\, one country used loudly issued nuclear threats — repeated just last week — to deter other countries from intervening in a large-scale conventional war of aggression. \n \nDate: October 13\, 2022 \nVenue: Michael Dukakis House

SUMMARY:US-EU-Japan-India: Pillars for World Peace at the Riga Conference 2022
DESCRIPTION:14:30 – 15:30 Riga time (GMT+3)\, Oct 22\, 2022 \nVenue: Autumn Stage\, The National Library of Latvia \nEXPLORING MULTILATERALISM FOR WORLD PEACE AND SECURITY: CONTRIBUTIONS OF US – INDIA – JAPAN-EU \nThis online discussion is organised in cooperation with the Global Boston Forum. \nThe role and relevance of multilateralism has been challenged several times during the last decade. Russia’s aggression in Ukraine has undermined trust in international organisations and international rules and norms at large. International society calls for immediate actions in order to bring the world back on the peace and security track\, which was observed and managed by multilateral arrangements. Is there any particular role of multilateral frameworks launched by the world’s leading actors? Is such a framework possible among US-EU-India-Japan?  What could a group formed by these countries offer for the benefit of world peace and security? \nMichael Dukakis\, Former Governor of Massachusetts\, 1988 US Presidential Candidate\, Co-founder and Chairman of the Boston Global Forum\nYasuhide Nakayama\, Former Japanese State Minister of Defense\nAlex Pentland\, MIT professor\nSharad Sharma\, Co-founder\, iSPIRT Foundation\nNguyen Anh Tuan\, Co-founder and CEO of the Boston Global Forum \nModerator: Prof. Žaneta Ozoliņa\, Chairwoman of the Board of the Latvian Transatlantic Organisation

SUMMARY:Global Enlightenment Economy: platforms for evaluating and exchanging data
DESCRIPTION:On January 27\, 2023\, the BGF High Level Meeting will discuss “Infrastructure for a Data Economy – Fundamental of the Global Enlightenment Economy.” \nBefore this special meeting\, BGF invited distinguished scholars and innovators to discuss about Data exchange platforms and evaluating data. \nAIWS Global Enlightenment Economy is a proposed economic system in which data and artificial intelligence is the backbone of the economy\, and human-AI cooperation is the key driver of economic growth and development. In an AIWS economy\, AI would be used to optimize production\, distribution\, and consumption of goods and services\, leading to increased efficiency and productivity. AI could also be used to address issues such as unemployment\, income inequality\, and environmental sustainability. Human workers would be trained to work alongside AI systems and would be able to perform tasks that require creativity\, empathy\, and other uniquely human abilities\, becoming innovators in the process. The goal of an AIWS economy would be to improve the overall well-being of society while also addressing the challenges posed by rapid technological advancements and increasing automation. \nThere are many platforms available for exchanging data\, depending on the type of data and the purpose of the exchange. BGF will work with stakeholders to develop Global Enlightenment Economy on their platforms for every citizen can become an innovator: \n\nCloud storage services\, such as Dropbox\, Google Drive\, and Microsoft OneDrive\, which allow users to store and share files in the cloud.\nData marketplaces\, such as Data.gov and Kaggle\, which provide access to publicly available datasets for research and analysis.\nData integration and management platforms\, such as Talend and Informatica\, which allow organizations to integrate and manage data from multiple sources.\nCollaboration and project management tools\, such as Asana and Trello\, which allow teams to share and track data related to specific projects.\nData visualization tools\, such as Tableau and Power BI\, which allow users to create interactive visualizations of data.\n\nThe Global Alliance for Digital Governance will work to evaluate data in a data economy to ensure the quality and integrity of the data being exchanged. There are several factors to consider when evaluating data\, including: \n\nCompleteness: Are all the necessary data elements present and accounted for?\nAccuracy: Are the data elements correct and free of errors?\nTimeliness: Is the data up-to-date and relevant?\nConsistency: Are the data elements consistent across different sources and datasets?\nValidity: Does the data conform to the established rules and constraints?\nUniqueness: Are the data elements distinct and not duplicated in other datasets?\nAccessibility: Is the data in a format that can be easily accessed and used by the intended audience?\nTrustworthiness: Is the data reliable\, credible\, and from a reputable source?\n\nIt is important to evaluate data as a part of data governance to ensure that it meets the required standards of the Social Contract for the AI Age and can be used for decision making and other purposes. Additionally\, companies and organizations should have a data management plan in place to handle the data\, which includes data quality and data governance.

This development raises important questions\, among others\, of responsibility\, regulation\, and democratic governance. \nIn response to the challenge\, the Boston Global Forum (BGF) is hosting \n“BGF High-Level Conference: \nAI Assistant Regulation Summit: Fostering a Tech Enlightenment Economy Alliance” \nThe conference serves as the closing event of the BGF High-level Dialog on Regulation Framework on AI Assistants and ChatGPT initiated on February 28\, 2023. \nThe Dialog has brought together public leaders\, thinkers\, strategists\, scholars\, and innovators committed to developing an effective and sustainable framework for responsible democratic governance of AI. Based on the AI International Accord (AIIA)\, the goal is to protect fundamental democratic rights while managing the potential risks in this new era of human-digital interface. The Dialogue has articulated key pillars for transformative technology\, economy\, and society in four major democracies (US\, Europe\, Japan\, and India) by advancing a new Silicon Valley-type model\, the Global Enlightenment Mountain Program. \nThis event will discuss new AI assistants\, such as T-Lead\, T-Kindness\, and Enligh-T\, designed to promote the responsible development and deployment of AI as the first contribution to the Global Enlightenment Mountain Program. \nThe conference will also recognize the 90th birthday year of Governor Michael Dukakis. To commemorate it\, a Liber Amicorum book initiative titled From the Massachusetts Miracle to the Age of Global Enlightenment will be announced. \nIn addition\, the BGF and Michael Dukakis Institute for Leadership and Innovation will present the World Leader in AIWS Award 2023 to the Japanese Minister of Economic Security Sanae Takaichi. SUMMARY:Boston Global Forum at the Riga Conference 2023: How to Govern AI in the Age of Global Tension?
DESCRIPTION:Cooperation between LATO\, organizer of Riga Conference 2023 and the Boston Global Forum: How to Govern AI in the Age of Global Tension? \nIn the 21st century\, global tensions have become more complex and unpredictable due to rapid technological change. This shift has redefined the arenas of contemporary conflict and warfare\, encompassing both traditional domains and the digital realm of cyberspace. Participation in conflicts is no longer limited to government; entities possessing the capability to develop\, possess\, and deploy technology—such as tech giants and hacker groups—can now exert significant influence. In this context\, there is an increasing global focus among governments and experts on the potential impact of Artificial Intelligence (AI) on global tensions. AI technologies are currently being researched on a global scale\, with the aim of autonomizing weapons and weaponizing disruptive technologies such as 3D printing\, drones\, and robots. These advances have the potential to substantially reduce the cost of military operations and enhance targeting precision. How can AI be governed? What strategies will help to establish a global AI governance framework? Is a social contract regarding AI possible in the age of global tension? \nDavid Bray\, Distinguished Fellow at the Stimson Center \nCameron Kerry\, Former Acting Secretary of Commerce of the US \nThomas Patterson\, Harvard Kennedy School Professor\, Co-Founder of BGF \nCaroline Louveaux\, Chief Privacy Officer\, MasterCard \nNguyen Anh Tuan\, Co-Founder and CEO of BGF \n  \nModerator: Prof. Žaneta Ozoliņa\, Vice-Chairwoman of the Latvian Transatlantic Organisation \n  \nTime: 11:00 am – 12:00 pm\, EDT\, Oct 19\, 2023 \nVenue: The National Library of Latvia and online
